"Hobbs & Shaw doesn't rev as high as the franchise's best installments, but gets decent mileage out of its well-matched stars and over-the-top action sequences."

It sounds like the critics don't mind the movie's over the top action sequences and likable stars. That being said, some reviewers don't seem to like the movie compared to the other Fast & Furious movies that have come before it.
